Sheffield Wednesday Deals with a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The Championship club's persistent issues constitute a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in comparable cases, its new chair David Kogan has stated.

During an extensive discussion, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporter groups connected to the Championship side recently.

The team have been struggling on and off the field in the current year, with the club failing to pay players on time on multiple instances, including in last month.

"Obviously the club has become a major concern for the league and a significant problem for football," the regulator explained.

"The club represents one of the great brands for the English game and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the Thai businessman suggested earlier this year he would be willing to sell up at the stadium, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in June, preventing the club from carrying out any player acquisitions for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where people are committed to a regional establishment that has been part of their lives in multiple situations.

"I fully appreciate the team's plight, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"In actuality, when you review the record of the game, over the past few decades there have been certain proprietors, not many, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to explain the responsibilities of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we need to continue the progress.

"Substantial financial resources coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the success and growth as an commercial operation of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of England. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the political party in the past.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
